At least according to casualty figures it seems to be.

7,201 people were killed, and 3,675 were wounded in Iraq in 2018, the lowest numbers since 2003.

By comparison, in 2017 36,898 people were killed, and 8,753 were wounded.

The breakdown:
1,905 civilians were killed, 2,365 wounded.
937 Iraqi forces personnel were killed, 1,247 more were wounded. 
11 U.S. service-members and 1 Brit were killed.
3,643 members of ISIS were killed and 63 were wounded.

Additionally 4,015 bodies were found in mass graves last year. It is unclear if they are civilians, security personnel, or members of ISIS.

The Iraqi government executed 33 people in 2018.

The Turks also killed 655 Kurds in Northern Iraq in 2018.

The Pentagon will no longer say how many forces are serving in Iraq, using a generic number of about 5,200 troops.

If the official US count in 5,000, you can - at a minimum - double it.  Add to that mercs and various support staff both in country and in the US, and the actual commitment in Iraq hasn't really gone anywhere.

Indeed, if the US were truly out, you'd immediately see a battle for Baghdad.  Like within a day.

In other words, the war ain't over.
